Tier 1 Policies

Risk Management

Working with vulnerable people, managing property assets and holding sensitive personal information creates a complex risk environment. Effective risk management is essential to ensuring safe, lawful and high quality service delivery. This policy sets out D2’s strategic approach to identifying, assessing and managing organisational risk

Whistleblowing

In line with the Public Interest Disclosure Act 1998 (PIDA), whistleblowing includes reporting information that a worker reasonably believes shows criminal activity, legal or regulatory breaches, health and safety risks, environmental harm, safeguarding concerns, or attempts to conceal such wrongdoing. These protections apply regardless of seniority and ensure that individuals who speak up in good faith are legally protected from detriment.

Safeguarding

D2 will prevent abuse, neglect, and exploitation wherever possible, and respond quickly, proportionately, and in partnership when concerns arise. Safeguarding is embedded across all areas of service delivery and is central to our governance, risk, and assurance framework.

Equality, Diversity and Inclusion

Our purpose is to ensure that every person is treated with dignity, fairness and respect, and that our services actively reduce inequality rather than reinforce it. We recognise that homelessness and housing inequality are deeply connected to discrimination, poverty, trauma and social exclusion, and that our approach must be proactive, not reactive.

Health & Safety

This policy sets out D2’s strategic approach to managing those risks in a way that protects residents, staff, contractors and visitors.

It ensures that health and safety is embedded in decision‑making, proportionate to the level of risk, and aligned with our commitment to delivering safe, high‑quality services.

HR Governance

This policy sets out D2’s strategic approach to workforce governance and applies to all employees, directors, contractors, volunteers and partners acting on behalf of the organisation. A strong approach to HR governance ensures that all staff, whether supporting residents, managing repairs, handling sensitive data or delivering corporate functions,  are recruited fairly, trained effectively, supported appropriately and managed in a way that promotes safety, wellbeing, inclusion and accountability.

Data Protection

This policy sets out D2’s strategic approach to information governance and applies to all staff, managers, directors, contractors, volunteers and partners who access or process personal data on behalf of the organisation.

Comments, Compliments & Complaints

A strong feedback culture is central to D2 PropCo’s identity as a learning organisation. This policy explains how residents, partners, and stakeholders can share compliments, comments, and complaints, and how we use this feedback to strengthen our services, our culture, and our commitment to excellence in housing. Anti Slavery

D2 PropCo is committed to preventing modern slavery, human trafficking, forced labour, and exploitation within its workforce, services, and supply chains. Although D2 is not legally required to publish a Modern Slavery Statement under the Modern Slavery Act 2015, the organisation adopts best practice as part of its commitment to safe, ethical, and transparent operations.

Anti-Bullying

This Anti-Bullying Policy sets out D2’s approach to preventing, identifying and responding to bullying across all D2 settings, including accommodation, offices, operational workspaces and digital communication channels.  It establishes clear expectations for residents, staff, contractors and visitors, and ensures that concerns are managed in a fair, trauma‑informed and proportionate way.

Repairs

This Repairs Policy provides the governance framework for how D2 PropCo ensures safe,compliant, and high quality homes across its portfolio, and sets the standards that D2 Maintenance and other contractors must meet when delivering repairs on our behalf. Repairs activity is a core part of D2 PropCo’s asset management responsibilities and a critical control within our wider compliance, safety, and risk management system.

Quality Management

This Policy sets out D2’s approach to ensuring that all activities are delivered to a consistently high standard, with clear expectations for staff, contractors and subcontractors. It establishes the quality principles that guide our work, the controls that ensure safe and compliant practice, and the assurance mechanisms that allow D2 to monitor, evidence and improve performance.

Environmental Sustainability

This Policy sets out D2’s commitment to managing environmental risks, improving energy efficiency, and embedding sustainable practice across all areas of operation. It provides a proportionate, practical framework that reflects D2’s size, operating model, and growth trajectory, while aligning with national decarbonisation ambitions across England and Wales.

Resident Involvement

Engagement at D2 is rooted in our values of openness, honesty, accountability, and continuous improvement. Because our residents may be in crisis or transition, engagement must be flexible and sensitive to their circumstances. We focus on creating opportunities that feel safe, voluntary, and accessible, not burdensome or formal.

Housing Management

This Housing Management Policy sets out how D2 manages its housing portfolio. It defines D2’s approach to property standards, resident welfare, safety, compliance and tenancy sustainment. The policy ensures D2 meets its legal and regulatory responsibilities and provides safe, well managed accommodation for people experiencing homelessness or housing instability.
